A renewal application for § 1915 (c) Home and Community-Based Services (HCBS) waiver for the Community Alternatives Program for Disabled Adults (CAP/DA) was submitted to the Centers for Medicare & Medicaid Services (CMS) on Mar. 1, 2019 for review and approval. The CMS will have 90 days to review the renewed application, and an additional 90 days if the renewal request cannot be approved within the first 90 days. Upon approval, the CMS will provide NC Medicaid with an approval effective date. The CMS will continue to approve NC Medicaid’s administration of the current CAP/DA waiver while the review and approval process for the renewed waiver application is being conducted.
In addition to the waiver renewal application, the CAP/DA Clinical Coverage Policy 3K-2 will be revised to support the clinical operation of the program. The initiation of the clinical coverage policy revisions will start on March 28, 2019.
A 30-day public comment period was held from Jan. 4 – Feb. 4, 2019 to solicit comments from stakeholders prior to the submittal of the § 1915 (c) CAP/DA HCBS waiver. Over 300 comments were received. A summary of those comments can be found on the CAP/DA webpage.
