SPECIAL BULLETIN COVID-19 #131: Temporary Rate Increase for Federally Qualified Health Centers and Rural Health Centers

NC Medicaid is temporarily increasing financial assistance to Federally Quality Health Centers (FQHCs) and Rural Health Centers (RHCs) to maintain critical access to care for Medicaid beneficiaries during the COVID-19 public health emergency. For each FQHC and RHC, the temporary increase already in place for provider-specific Core Service (T1015) billing rate will increase by 7 percentage points and the Prospective Payment System (PPS) rate will increase by 18 percentage points.

This rate increase is effective April 1, 2020, and will be applied retroactively to claims already submitted with dates of service from April 1, 2020 (including that date) through the actual implementation date of the rate increase (date to be determined).

NC Medicaid will systematically reprocess all affected claims. Providers are not required to resubmit claims for the affected period to receive the retroactive increases.

NC Medicaid will notify providers through a follow-up Medicaid Bulletin once we have determined the dates for the rate implementation and reprocessing.
