The CAP/C waiver application will expire on Feb. 28, 2022. NC Medicaid must submit a renewal § 1915 (c) Home and Community-Based Services (HCBS) waiver application to the Centers for Medicare and Medicaid Services (CMS) on or before Oct. 1, 2021, to request another program approval period.
To begin the preparation for the renewing of the CAP/C waiver, NC Medicaid is soliciting comments, recommendations, and suggestions in the areas of access, flexibilities of home and community-based services, and operational efficiencies. An open public comment period begins Sept. 22, 2020. Comments can be made by:
- Sending an email to Medicaid.capc@dhhs.nc.gov;
- Leaving a voice mail message at 919-855-4367; or
- Sending a written statement to a fax number 919-715-0052.
The open public comment period will close on Dec. 31, 2020. Comments will not be addressed during the open comment period.
A stakeholder engagement meeting will be held in January 2021 to discuss and review comments, recommendations and suggestions made during the open public comment period. During this meeting, NC Medicaid will provide the waiver renewal project plan that includes the timeline and future engagement meetings.
In addition to the waiver renewal application, the CAP/C Clinical Coverage Policy 3K-1 will be revised to support the clinical operation of the program consistent with the changes made to the proposed changes in the waiver renewal application. The initiation of the clinical coverage policy revisions will start in January 2021 to align with the waiver renewal project plan.
