Cost-Sharing Implications of NC Health Choice Move to Medicaid

Changes for providers and beneficiaries effective April 1, 2023, when NC Health Choice beneficiaries transition to Medicaid.

Effective April 1, 2023, all copays and other cost-sharing mechanisms currently in place for NC Health Choice beneficiaries and providers will sunset due to the transition of those beneficiaries to the Medicaid benefit plan. 

Beneficiaries currently under NC Health Choice will then be subject to the cost sharing structure for general Medicaid. In practical terms, this change means that these beneficiaries should no longer be assessed copays for Medicaid-eligible services since children are not subject to copays.

This change may have impacts for provider’s billing processes as well as beneficiaries’ budgets. NC DHHS encourages providers to review their patient population and ensure necessary processes are in place, and, where appropriate, educate beneficiaries on their new cost-sharing obligations.
