The NC Medicaid Community Alternatives Program for Disabled Adults (CAP/DA) §1915(c) Home and Community-Based Services (HCBS) expires Oct. 31, 2024. NC Medicaid is seeking to renew the waiver for another five years.
The CAP/DA waiver is a statewide program that offers services to physically disabled adults and individuals over 65 who meet a nursing facility level of care. The program offers 18 home and community-based services to a total of 11,648 recipients. Program enrollees must have a need for at least one of the 18 available home and community-based services to remain in or return to a community setting.
Opportunities for Public Comments
NC Medicaid welcomes public comments on the proposed CAP/DA 1915(c) Home and Community-Based Service Waiver renewal application during the public comment period from Aug. 6 through Sept. 27. 2024. To ensure consideration prior to the submission of the renewal request, comments must be received by 2 p.m. Sept. 27, 2024.

NC Medicaid will host a webinar to share an overview of the proposed changes to the CAP/DA waiver and offer participants the opportunity to give comments on the renewal application.

Timeline for the CAP/DA renewal waiver:
- Public Comment period: Aug. 6 - Sept. 27, 2024
- Review and reconciliation of comments from public comment period: Sept. 27- Oct. 3, 2024
- Submit CAP/DA waiver renewal application to the Centers for Medicare & Medicaid Services: Oct. 4, 2024
- Anticipated approval of the CAP/DA waiver renewal application: November 2024
