Effective May 15, 2022, technical changes were made to address access to care concerns.

Effective May 15, 2022, the following technical changes were made to NC Medicaid Clinical Coverage Policy 8A-2, Facility-Based Crisis Service for Children and Adolescents to address access to care concerns:

  • Subsection 5.3: Added “or Licensed Practical Nurse under the supervision of a registered nurse” to allow the pre-admission nursing screen to be conducted by either a Registered Nurse or Licensed Practical Nurse.
  • Subsection 6.2: Removed “on-site” as to not limit 24/7 nursing coverage to on-site. With this update, DHHS would like to clarify our interpretation of the phrase “provide medication administration” as it pertains to the nursing staff requirement. DHHS’ interpretation of this language is consistent with 10A NCAC 27G.0209 that states, “Medications, including injections, shall be administered only by licensed persons, or by unlicensed persons trained by a registered nurse, pharmacist or other legally qualified person and privileged to prepare and administer medications.”
