NC Innovations Waiver Services

The NC Innovations waiver supports people with intellectual or developmental disabilities (I/DD) in their own homes or communities.

With the NC Innovations waiver, you get home and community-based services designed for I/DD needs (listed below). Plus, with NC Medicaid, you also get health and dental coverage and rides to appointments.

Get help with daily tasks at home, like bathing, dressing, cooking, budgeting and more. A trained worker will help you one-on-one based on your individual needs.

Depending on where you live, this support at home is called different names:

  • If you live with your family, this service is called Community Living and Supports.
  • If you live in your own home, this service is called Supported Living or Community Living and Supports.
  • If you live in an out-of-home placement (like a group home), this service is called Residential Supports.

Residential Supports helps you live in a structured care setting of your choice, like group homes or Alternative Family Living settings. Get help with daily tasks, like bathing, dressing, cooking, budgeting and more. A trained worker will help you one-on-one based on your individual needs.

  • Community Living and Supports helps with everyday activities like grocery shopping and banking. A trained worker can go with you and teach you how to do these things on your own.
  • Community Networking helps you meet people in your community. For example, a trained worker can go with you to volunteer or take a pottery class. Payment for classes and conferences is also included.
  • Day Supports are day programs, like workshops and after school programs. You might do things like volunteer, go out in the community or learn job skills.

Community Transition helps you move to your own home. This service covers costs like security deposits, household items and set-up fees for utilities. You could use this service to move out of places like a licensed facility, foster home, group home, Alternative Family Living settings or even your family’s home.

  • Assistive Technology Equipment and Supplies covers costs for items that help you do everyday tasks. Examples include communication devices, smart home technology, notetaking systems and more.
  • Home Modifications are physical changes to make your home safer and easier for you to move around. Examples include making doorways bigger and installing ramps.
  • Vehicle Modifications are physical changes to make your car safer or easier to use. Examples include seating modifications and lifting devices.

Supported Employment helps you find, get and keep a job that’s right for you. An employment specialist will help you with career counseling, resumes, interview practice and more.

Benefits Counseling gives you guidance on whether a job could affect your eligibility for benefit programs, including Supplemental Security Income (SSI), Medicaid, Medicare, Food and Nutrition Services, housing assistance or subsidies.

Crisis Services help prevent institutional placement or hospitalization. For instance, this service could help you if you are at risk of losing your job or home.  you when there are situations that are dangerous to you or others. For example, they can help you if you might lose your job or home. The staff is trained and ready to help people with I/DD.

Trained staff can help:

  • Identify the type of help you need
  • Connect you to agencies or psychologists
  • Create a crisis plan

  • Respite gives scheduled breaks for you and your caregivers. This includes overnight, weekends or emergency care.
  • Specialized Consultations give you advice and training from an expert in topics like supporting positive behaviors, improving social communication skills and more.
  • Natural Supports Education gives training to your family and friends, so they know how to support you better. They will learn about I/DD, the best ways to support you and how to use any tools you might need.

People with the NC Innovations waiver will get a Tailored Care Manager to help them navigate services. They can answer questions about the NC Innovations waiver, help find doctors, arrange free rides to appointments and be the main point of contact for all things Medicaid.

Are you on the waitlist? If you have NC Medicaid, you may be eligible to get similar services while you wait, such as help with daily activities, job coaching and more. Talk to your LME/MCO about “NC Medicaid 1915(i) services.” Your spot on the NC Innovations waiver waitlist will not be affected.

For questions about the NC Innovations Waiver:
Call the Local Management Entity/Managed Care Organization (LME/MCO) that serves your county. These organizations manage the NC Innovations waiver.

Not sure who to call? Use the LME/MCO directory or call the Division of Mental Health, Developmental Disabilities and Substance Use Services Customer Service Team at 1-855-262-1946. Hours of operation: 8 a.m. to 5 p.m., Monday through Friday.

If your LME/MCO has not been able to solve your problem, or if you need help understanding NC Medicaid: Call the NC Medicaid Ombudsman at 1-877-201-3750. Hours of operation: 8 a.m. to 5 p.m., Monday through Friday.
