Prepaid Health Plans (PHPs) began providing non-emergency medical transportation (NEMT) and non-emergency ambulance transportation (NEAT) services for PHP members on July 1, 2021.

This Bulletin provides information to local Departments of Social Services (DSS) and NEMT providers on NC Medicaid’s requirements for NEMT services, the recommended safety procedures and protocols to help reduce the spread of COVID-19 and guidance. 

The Division of Health Benefits (NC Medicaid) has received approval from the Centers for Medicare & Medicaid Services (CMS) to increase the rate for code T2003 Non-Emergency Transportation, Encounter/Trip for Ambulance Non-Emergency Medical Transportation (NEMT) Services.
