North Carolina Medicaid Assessment

The North Carolina Department of Health and Human Services (NCDHHS) is conducting an assessment of its Medicaid program to identify data-informed program strengths and opportunities to enhance the outcomes, value, efficiency and long-term sustainability of Medicaid.

Purpose of the Assessment

• Medicaid is critically important, providing high quality, coordinated care to more than one in four North Carolinians, including two in five children, and a disproportionate share of North Carolinians who are disabled, in need of long-term care, or living in rural communities. Medicaid expansion has dramatically reduced uninsurance in North Carolina. 
• New pressures on the program, including rising health care costs and reductions in federal funding stemming from H.R. 1, pose new threats to Medicaid’s ability to meet its promise to North Carolinians.  
• The Department will focus on identifying actions that align with its overall aim to improve the health of all North Carolinians by supporting an innovative, integrated, equitable and well-coordinated system of care. 

How NCDHHS is Conducting this Assessment

The assessment will proceed in three phases:

Phase 1: Conduct a landscape analysis to analyze data and identify strengths and opportunities in NC Medicaid 

Phase 2: Propose potential actions to improve outcomes, value and efficiency

Phase 3: Release a report highlighting Department priorities for moving forward, which will be open for comment

• NCDHHS seeks input from a broad group of stakeholders, including people enrolled in Medicaid, health plans, providers and other organizations involved in supporting North Carolinians' health.  Please complete this form to provide feedback.
• The Department is hosting two webinars to update stakeholders on this work and seek feedback on its findings and proposals.
• A final report will be available for public feedback.
