Electronic Visit Verification System for Home Health Care Services Soft Launch Extended Through July 31

All Home Health Care providers are expected to be fully compliant with requirements on Aug. 1

The 21st Century Cures Act requires NC Medicaid to begin using an Electronic Visit Verification (EVV) system for Home Health Care Services (HHCS). EVV uses technology to record the times, dates and specific services that are given, which helps ensure people who should receive services, receive them.  

The soft launch pay and report period for the implementation of EVV for HHCS began April 1, 2023, for both NC Medicaid Direct and Standard Plans. NC Medicaid has closely monitored provider adoption and readiness for the hard launch. Since provider adoption has been low and to give providers additional time to prepare for hard launch, the soft launch has been extended through July 31, 2023. During the extended soft launch timeframe: 

  • HHCS providers are expected to submit EVV information
  • The EVV program will operate as “Pay and Report”
  • Claims will not pend based on failed validation. If a claim fails validation, a report will be generated noting the validation issue and the provider will be allowed to receive payment. 

A hard launch will begin Aug. 1, 2023. On this date:

  • All HHCS providers are expected to be fully compliant with EVV requirements
  • EVV data must be validated prior to claims adjudication
  • Claims without the required EVV criteria will deny
