Innovations Waiver Program and Community Intervention Service Enrollment Updates
Innovations Waiver and Community Intervention Service (CIS) providers should be aware of updates to the Provider Permission Matrix (PPM) and NCTracks enrollment requirements. These updates have the following impact:
- Per NCGS 108C-3(g)(2), taxonomy 251S00000X is designated as High Categorical Risk, requiring a site visit and fingerprinting unless an associated national accreditation is active for the same location and service.
- Council on Quality and Leadership (CQL) has been added to the PPM as a selectable accrediting body for multiple CIS and Innovations Waiver Services. Please see the Updates to NC Innovations Waiver Services for Taxonomy 251S00000XNCTracks announcement for more details.
- Added Outpatient Behavioral Health Service (OPT) provided by Direct-Enrolled Providers as a selectable service under the CIS service type.
- Multiple Innovations Waiver Services were added to the PPM that do not require national accreditation, please see the Innovations Waiver Program and Community Intervention Service Enrollment Updates announcement for a full list.
Added three CIS Services which will require national accreditation within one year of enrollment in the new Service: 1915i Community and Living Supports, 1915i Respite, and 1915i Supported Employment. The accepted accreditation bodies for each service are listed on the PPM.
Updates to NC Innovations Waiver Services for Taxonomy 251S00000X
Beginning July 12, 2026, NCTracks was updated to add national accreditation from CQL as a selectable accrediting body when reporting national accreditation for NC Innovations Waiver Services under Taxonomy 251S00000X (Community/Behavioral Health Agency).
Community Intervention Services Enrollment Updates
Providers of CIS Service Type enrolled under taxonomy 251S00000X (Community/Behavioral Health) should be aware of additional updates to the PPM. These updates ensure alignment with NC Medicaid Clinical Coverage policies, and include changes to enrollment requirements as well as updates to the accrediting bodies accepted for selected CIS services.
Beginning Aug. 23, 2026, the CIS Service Type on the PPM under taxonomy 251S00000X (Community/Behavioral Health Agency) will be updated as follows:
- Facility-based Crisis Service for Children & Adolescents is added to replace the Professional Treatment Services in Facility-Based Crisis Program - Child Service which is removed
- Psychosocial Rehabilitation requires NC Division of Health Service Regulation (DHSR) Mental Health Licensure (MHL) as an enrollment requirement.
- Professional Treatment Services in Facility-Based Crisis Program – Adult, requires national accreditation within one year of enrollment in the service. Accepted accrediting bodies are listed on the PPM.
