Nursing Home Assessment Provider Portal Upgrade

To support the SNF and ICF-IID reporting and collection of provider healthcare assessment data.

The platform supporting the Skilled Nursing Facilities (SNF) and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID) portal for healthcare assessments (also known as provider bed taxes) has been in place for more than 18 years. NC Medicaid will be launching a replacement platform June 3, 2024, which will improve efficiencies and reporting capabilities.

What will remain the same with the new Nursing Home Assessments (NHA) Provider Portal:

  • The new platform will require authorized providers to login using their NCID from the North Carolina Identity Management System.
  • The new platform will require providers to enter the same data elements and check information to calculate and submit the monthly self-remittance of the healthcare assessment payment to the Office of the Controller at NCDHHS.
  • All historical user data, prior assessments, contact and login information will be transferred to the new portal.

What will change with the new portal:

  • On May 20, 2024, the current portal will be taken offline at the end of the day to allow for data migration from the existing platform to the new platform. This date is after May 15, 2024, the due date by which providers must submit the April 2024 assessments.
  • On June 3, 2024, users with existing login credentials to the current provider portal will receive an email from the NHA Provider portal including the following instructions and a link to complete a one-time registration process in the new provider portal:
    • The users should click on the unique one-time registration link sent to them via email.
    • After clicking on the registration link, select "I have an existing account" checkbox and click on "Register." It will redirect to the NCID login page.
    • Login with your existing NCID account. Once authentication is successful, it will redirect to a Profile page in new NHA Provider portal.
    • Review details and click on the "Save" button at the bottom of page.
    • Now click on the "Home" page link in the menu to access Assessments.
    • On June 3, 2024, the NHA Provider Portal home page will be the following location and will contain User Guides that users may access to learn different functions of the portal: https://nhaproviderassessment.ncdhhs.gov/.

Provider Assistance Between June 3, 2024 and June 14, 2024

  • On June 3, 2024 and June 14, 2024, if the user has issues or questions regarding the one-time registration process or their login, they may send an email to Medicaid.HCAssessments@dhhs.nc.gov to request assistance. A member of the Nursing Home Assessment Portal team will be available between 8 a.m. and 5 p.m. ET to assist providers via Microsoft Teams. The extended hours on these days are intended to support providers in the June 3, 2024, roll out of the new application and the full business day before the June 15 assessment due date.
  • The Department will hold office hours through Microsoft Teams on each of the following dates to further assist providers with user login and use of the NHA Provider Portal:
    • June 4, 2024 – June 7, 2024          9 to 11 a.m. and 1 to 3 p.m. ET
    • June 10, 2024 – June 13, 2024     9 to 11 a.m. and 1 to 3 p.m. ET
