Secretarial Order No. 4:  Reporting and Payment Resources

On Sept. 21, 2020, Secretary Mandy Cohen released Secretaral Order N. 4, Mandatory Testing for Staff in Nursing Homes, which updated and replaced Secretarial Order No. 2.  Secretarial Order No. 4 was further clarified through related guidance. Under Secretarial Order No. 4, the Department aligns required testing intervals for nursing homes with those established under Centers for Medicare and Medicaid Services (CMS) Transmittal, QSO-20-38-NH. As was established under Secretarial Order No. 2, nursing homes are required to report applicable testing activity through the COVID-19 Testing: Nursing Home Reporting Portal. Further, CARES Act funding dedicated to support nursing homes’ staff testing activity, as established in Special Bulletin 129, has been continued under Secretarial Order No. 4.

Secretarial Order No. 2:  Reporting and Payment Resources

On Aug. 7, 2020, DHHS Secretary Mandy Cohen established Secretarial Order No. 2: Mandatory Testing for Staff in Nursing Homes. Under this Order, all nursing homes regulated by DHHS are required to conduct testing as outlined in the Order and related guidance.

CARES Act funding has been reserved to support providers with the staff testing required by the Secretarial Order. Additional information is available through the documents provided here. All reporting shall be submitted through the "COVID-19 Testing: Nursing Home Reporting" Portal.

Status Report Template for COVID-19-Related Swing-Bed Services Established in SPECIAL BULLETIN COVID-19 #115: Targeted Rate Increase and Associated Requirements for Swing Bed Services

As noted in SPECIAL BULLETIN COVID-19 #115: Targeted Rate Increase and Associated Requirements for Swing Bed Services, applicable provider claiming the enhanced rate must complete and submit the Status Report Template for COVID-19-Related Swing Bed Services

COVID-19 Status Reporting Template Established in SPECIAL BULLETIN COVID-19 #82: Required Reporting to Maintain Retroactive Targeted Rate Increases for Skilled Nursing Facilities (SNFs) and Adult Care Homes (ACHs) Serving COVID-positive Patients

NC Medicaid is directing increased financial assistance to North Carolina Skilled Nursing Facilities (SNF) and Adult Care Homes (ACH) to support addressing the increased costs of caring for COVID positive (COVID+) residents in a congregate care setting. This targeted assistance is retroactive to April 1, 2020. 

The documents below are being made available to allow SNFs and ACHS to meet the status reporting requirements for targeted COVID-19 rates to remain in effect.
